Flag note question

I have a question regarding flag notes.

I know how to add notes to a flag note bank.

my question is relating to actually using them.

normally I use a balloon to get the flag attached to a drawing view item

however, the other day I had brain freeze and was trying to do it via the note command.  I got confused, because, well, it's called a flag NOTE.  you add them to the flag NOTE bank.  so I just forgot I needed to use a balloon instead of a NOTE.

but, under the note option, you actually can see/access/view the flag note bank and pick one to use.  yet doing so does nothing to the note.  it still wants you to enter your note after you attach the leader to your view item.  so what is the purpose of showing the flag notes inside the note command if it doesn't actually do anything?  am I missing something here?

the pictures came in out of order.

the third image shows my flag notes properly assigned

the second image shows assigning a flag note via the balloons annotation option.  all works just fine

the first image shows what appears in the NOTE annotation option.  it gives me flag note selection, but when I place the note in the drawing, it opens the text dialog to type in my note.  basically, it's an ordinary note.  so why does the flag note selection appear within the notes dialog if it doesn't do anything?  or, how do I use it from here?

side note, it's still a P.I.T.A. that the font properties for a flag note are tied to the font size as defined in the note.  my notes are small.  sometimes I'd prefer to make my flag note font larger so it's more pronounced inside the drawing.  but, you can't edit the font of the flag note separately from the notes.  the only way to make the flag note number/triangle (in our case) larger is to make the font in the whole note larger!!!!!!!!!
