EDIT - my short-term solution is to change this input from a Number to TEXT.

Pulling my hair out trying to figure this out. 

Using Custom properties in a Drawing file, these are manually entered. 
Entry of values below is fine with a Save and a Refresh. (No changes)

However, if I close and re-open the document, I get 7 of trailing zeros

I tried changing the Properties Zero Setting to "REMOVE" 

Issue still persists. 

Dimension Precision is 2 places.
